Dr. Vijay Bhatkar is one of India’s most acclaimed and internationally recognized scientists. Renowned as the architect of India’s first supercomputer PARAM (1990), he played a pivotal role in advancing India's IT and computing landscape under challenging global conditions.

He currently serves as the Chancellor of Nalanda University, where he is committed to reviving the ancient institution's glory in the 21st century. Previously, he held the role of Chairman, Board of Governors at IIT Delhi (2012–2017) and is presently leading the National Supercomputing Mission, aiming to build India’s own Exascale Architecture.

A recipient of the Padma Bhushan, Padma Shri, and Maharashtra Bhushan awards, Dr. Bhatkar also served as the founding Executive Director of C-DAC, making enduring contributions to India’s technological self-reliance.

Dr. Vikram Singh Arya is a distinguished legal professional with extensive experience in legal education, research, and practice. He is an advocate with a strong presence in the legal field and is widely recognized for his contributions to advancing legal education and strengthening justice delivery systems.

He serves as the Secretary of the Commonwealth Legal Education Association (Asia), where he plays a pivotal leadership role in organizing international conferences, academic collaborations, and professional forums that bring together legal scholars, practitioners, and institutions. His work focuses on promoting innovation in legal education, fostering cross-jurisdictional cooperation, and addressing emerging challenges in areas such as law and technology, sustainable development, and global justice systems.

Dr. Arya has actively contributed to several prestigious international conferences and initiatives that support the modernization of legal education and encourage collaborative approaches among Commonwealth and global institutions. Alongside his academic and organizational engagements, he is also involved in active legal practice, reflecting his dynamic expertise in both the professional and academic domains.
